As far as I can tell these guys are a private company in South Africa that GPS tracks vehicles and they seem to be allowed to break all road rules when they are involved in preventing a crime or apprehending criminals.
They are heavily armed and take down the bad guys at gunpoint.
When I first heard the car I thought it was a V8, but turns out it is a Volkswagen Golf R 7, which they call "Avenger". These Golfs are a 2.0-litre four, but with 206 kW are capable of 0-100 km/h in 5 seconds and are speed limited to 250 km/h.
Very entertaining watching these guys barrelling down the highways and back roads of South Africa at twice the speed (or more) of other cars with the sound of the Golf's engine.

There are other private security companies in South Africa posting similar videos on Youtube.
CPS Security (www.youtube.com/channel/UCrAWKrwHyLOgqanV6r0PCvQ) have a high-speed pursuit where the people being chased are shooting at them from the back of the car (www.youtube.com/watch?v=t-H7RSan4x8).
They have another pursuit where the victim is also chasing the offenders in his own car, driving at high speed and running red lights (www.youtube.com/watch?v=D0U6uZR4NHs)!
I also found another video from another company where the guy is riding a motorbike wearing shorts, crocs and no gloves yet gives chase to some car thieves (www.youtube.com/watch?v=gHuApAcInec). The strangest part of this one is that at one point the offenders drive on the wrong side of the road around a police car and the police do nothing until the guy on the bike motions at them to join the chase.
And did I mention that the guy appears to be riding with one hand and using a radio in the other?
